Resorts World Las Vegas Hires Union-Busters to Coerce and Intimidate Employees in Effort to Thwart Unionization Efforts

Resorts World Las Vegas, a popular resort and casino located in Las Vegas, Nevada, has hired union busters to interfere with their employees' right to unionize. According to a review by LaborLab, the resort hired consultants to "conduct employee and supervisory group meetings to inform and educate participants," which is often code for captive audience meetings, where union busters often coerce and lie to employees.

Captive audience meetings are known to be coercive and a violation of the National Labor Relations Act (NLRA), which strictly prohibits employers from interfering with the formation of a union. Despite this, captive audience meetings are commonplace, with employers using them to interrogate and subject employees to threats, lies, and anti-union propaganda.

One study found that the chance of employees winning a union drops a whopping 36% when employers conduct captive audience meetings. National Labor Relations Board General Counsel Jennifer Abruzzo has called captive audience meetings a “license to coerce” and “an anomaly in labor law, inconsistent with the [National Labor Relations] Act’s protection of employees’ free choice.”

Resorts World Las Vegas has hired at least two union-busting firms: Government Resources Consultants of America Inc, run by Raymond Rosenbach, and D&G Creative Consulting LLC, headed-up by Gregory Peraino. LaborLab’s Scorecard shows that both firms fail to comply with federal disclosure law about 50% of the time.

It is believed that the union-busting campaign began as early as January 2023, and the employees attempting to organize are the Facilities Tech, Laborers, and Gaming Techs who are working with the Union of Operating Engineers.

On average, the anti-union consultants make about $400 an hour plus expenses. It is concerning that many employers, such as Resorts World Las Vegas, are hiring expensive consultants who can skirt the rules, hide in the shadows, and coerce and intimidate workers.
